This Act provides for the establishment of the National Library of South Africa, which objectif is to contribute to the socio-economic, cultural and scientific development by collecting, preserving, making available and promoting awareness of the national documentary heritage, and by fostering information literacy, and facilitating access to the world’s information resources (Section 3). It defines the functions of the library which include, among others, the constitution and recording of a complete collection of published documents relating to South Africa, the promotion of optimal management of collections of published documents held in South African libraries as a national resource, and giving optimal access to published documents, nationally and internationally (Section 4(1)(a)(i); (b)(i) & (c)).
The Act refers to payment of royalties, which indicates that fees and royalties paid to the National Library constitute one of its financial sources (Section 13(1)(d)).
Section 18 of this Act stipulates that it takes effect on a date determined by the President by proclamation in the Gazette.
