The Secretary-General of the International Union for the Protection of New Varieties of Plants (UPOV) presents his compliments to the Minister for Foreign Affairs and has the honor to notify him that the March 19, 1991 Act of the International Convention for the Protection of New Varieties of Plants of December 2, 1961, as revised at Geneva on November 10, 1972, on October 23, 1978, and on March 19, 1991 (the 1991 Act), will enter into force on
April 24, 1998,
that is, one month after the deposit by five States of their instruments of ratification, accession or acceptance.
In this connection, it is recalled that instruments of ratification, accession or acceptance of the said 1991 Act were deposited:
- on April 26, 1996, by the Kingdom of Denmark
- on June 3, 1996, by the State of Israel
- on October 14, 1996, by the Kingdom of the Netherlands (for the Kingdom in Europe)
- on December 18, 1997, by the Kingdom of Sweden
- on March 24, 1998, by the Republic of Bulgaria
- on March 24, 1998, by the Russian Federation.
Consequently, in accordance with the provision of Article 37(1) of the said Act, the said Act will enter into force on April 24, 1998, with respect to the six States referred to above.
