Declaration and reservation made upon ratification: "The Republic of Uzbekistan recognizes that persons with disabilities enjoy legal capacity on an equal basis with others in all aspects of their life. The Republic of Uzbekistan declares its understanding that the Convention allows for taking appropriate measures to ensure access of persons with disabilities to support and substitute decision-making arrangements, including restriction of the active legal capacity of persons with disabilities, in appropriate circumstances and in accordance with the law. To the extent article 12 may be interpreted as requiring the elimination of substitute decision-making arrangements, the Republic of Uzbekistan reserves the right to continue their use for persons with disabilities in appropriate circumstances and subject to appropriate and effective safeguards."
