Declaration made upon ratification:
"The Presidential Council of the Hungarian People's Republic declares that the provisions of Article 13 of the Locarno Agreement Establishing an International Classification for Industrial Designs of October 8, 1968, are contrary to Resolution 1514 (XV) on the granting of independence to colonial countries and peoples adopted by the General Assembly of the United Nations on December 14, 1960."
