Article 3. The collection of copyright fees and the use of specific symbols to manage video tapes published locally shall be stipulated as follows:
1. Under Decision 87/CP and the attached circulars and instructing documents, “all video tapes permitted to be put into circulation and labeled by the Cinema Bureau shall have the validity of nationwide circulation.” The “validity of nationwide circulation” referred to herein means “to be used for non-business purposes.”
- When producers or publishers of video tapes have already purchased copyright and a label to serve the duplication and circulation within their localities, they shall have exclusive right to do business on the said video tapes. No organization or individual shall be entitled to do business on the said video tapes within the said localities provided with copyright. Even the producer or importer having the original copyright for the said tapes shall not be allowed to bring the tapes to and do business on the same within the said localities provided with copyright, except other mutual agreements are made during the sale and purchase of copyright. Cafes and restaurants which are permitted to display video tapes to serve their clients shall be allowed by the competent local governmental authorities to display the tapes for which the copyright has been purchased;

2. Producers and publishers of video tapes who have already purchased the copyright to put the said video tapes into circulation within their localities shall have the right to print their own specific symbols on the said video tapes during the duplication and to mark their specific symbols in the blank box on the right of the inspection label issued by the Cinema Bureau. Video tape shops or agencies shall be allowed to sell and rent the video tapes from the producers or publishers, with the label of the Cinema Bureau and the specific symbols of the said producers or publishers. The business of video tapes without labels, even in cafes, restaurants, public cinemas, shall be considered illegal against Decree 87/CP and shall be punished as specified in Decree 88/CP. The business of labeled video tapes without the specific symbols of the provincial cinema companies shall also be a breach of copyright within the locality and the signed contracts. The provincial cinema companies shall have the right to inspect and make a report on the punishment against such breaches as stipulated by laws.
